Who is TBSP?
Across the state of Tennessee, The Tennessee Behavior Supports Project (TBSP) provides technical assistance to educators in the implementation of Response to Instruction and Intervention for Behavior (RTI2-B) Framework. The purpose of the RTI2-B Framework is to help districts, schools, staff, parents and students align their efforts into one comprehensive, effective, and evidence based approach to dealing with problem behavior.
The Tennessee Behavior Supports Project is funded by the Tennessee Department of Education and consists of three regional support contracts: University of Memphis Lambuth, Vanderbilt University, and University of Tennessee Knoxville.
We are the West Tennessee Behavior Supports project at the University of Memphis-Lambuth, and we service all West Tennessee Schools. For more information, contact us.

Dr. William C. Hunter (Principal Investigator)
Dr. Will Hunter is an Assistant Professor of Special Education in the College of Education at the University of Memphis and also serves as the Principal Investigator for the West Tennessee region of the Tennessee Behavior Supports Project. His research interests include peer mediated interventions, co-teaching and classroom level positive behavior intervention supports.
Dr. Linda Page (Co-Principal Investigator)
Dr. Linda Page has been an instructor of special education at the University of Memphis since 2006. She holds a Bachelor’s degree in social work from Lambuth College, a Master’s degree in Special Education from Memphis State and a Doctorate in Curriculum Leadership from Union University. She brings to our project a background in the field of mental health as well as 28 years of experience teaching special education.
Dr. Laura Casey (Co-Principal Investigator)
Dr. Laura Casey earned her Ph.D. In 2006 in School Psychology following a year long internship at the May Institute working in schools as a behavior consultant setting up PBIS, conducting functional behavior assessments and analysis, and writing/implementing behavior intervention plans. She is currently a Board Certified Behavior Anaylst-Doctoral level (BCBA-D), Nationally Certified School Psychologist (NCSP), National Certified Counselor (NCC), and Licensed Professional Counselor (LPC).
Paula Brownyard (Project Director)
Paula Brownyard served as a Special Education Supervisor in Jackson-Madison County for more than 20 years. She worked at Lambuth University as head of the Education Department prior to joining the University of Memphis Lambuth RTI2-B grant staff. Paula is past president and a current member of the Governor’s Advisory Council for the Education of Students with Disabilities.
Patty Outten (Site Consultant)
Patty Outten joined the University of Memphis RTI2-B grant staff in 2013. Prior to relocating to Memphis and joining the team, Patty was a Special Educator and Behavior Specialist for Howard County Public Schools in Maryland. Throughout her career she has worked with individuals with special needs and focused much of her efforts toward students with autism and/or challenging behaviors. She holds a Master’s degree in School Psychology. Patty is a strong advocate of positive interventions and believes we can build better communities when children are supported to reach their fullest potential.
Hether Pflasterer (Site Consultant)
Hether Pflasterer has been in education for over 20 years with various experiences in special education, general education, and behavior management. She earned her Master's degree from the University of Memphis and has been with the RTI2-Behavior Grant since 2013. Hether works with the RTI2-Behavior district and school coaches to provide support for implementation.
Cara Richardson (Site Consultant)
Cara Richardson began working as a behavior consultant for the University of Memphis in 2008. Prior to this, she worked at Johns Hopkins Community Psychiatry in Baltimore, MD as an educational consultant and school liaison for inpatient and outpatient programs for children and adolescents. Cara has several years of experience working in a variety of settings with children with learning and behavior problems. She holds a Bachelor’s degree in psychology, a Master’s degree in special education, and is currently completing coursework to become a board certified behavior analyst (BCBA).
Carolyn Stark (Site Consultant)
Carolyn Stark spent more than thirty years as a classroom teacher and Reading Recovery supervisor in Dyer County and Dyersburg City Schools. She was then selected for the TN Dept. of Education’s Exemplary Educator program, working as a consultant in struggling TN schools, before joining the University of Memphis Lambuth as a member of the RTI2-B grant team. Carolyn is a Tier I trainer and is in charge of data collection and analysis. She earned her Master’s degree from UTMartin in Ed. Leadership and an Education Specialist degree from the University of Arkansas in Reading.
Debbie Williams (Site Consultant)
Debbie Williams has worked in the field of education for forty years. During this time she served as a Special Education teacher, vision specialist, teacher consultant, RTI2-A district coordinator, and trainer for RTI2-B. Her primary focus with the Tennessee Behavior Supports Project is working with schools on building a firm foundation in Tier I.
Shelby Cook (Site Consultant)
Shelby Cook is a Licensed School Social Worker and Licensed Master Social Worker. She has worked with children and families in underserved communities since 2013. Shelby first joined the West TBSP team in 2016 as a graduate assistant. Upon receiving her Master’s Degree in Social Work in 2017, she joined the team as a Site Consultant. Shelby’s work focuses uniquely on enhancing family and community engagement, mental health integration, cultural competence, and social skills support within the RTI2-B framework.
Sandra Harper (Site Consultant)
Sandra Harper served as public educator for over forty years. During that time, she served as a principal, curriculum and special education supervisor, and superintendent of schools. Sandra served as a board member on the Tennessee Organization of School Superintendents and other Tennessee Department of Education Task Forces. She brings the local school and district perspective to the West TBSP team to assist in the implementation and sustainability of the program.
Erin Strowder (Business Manager)
Erin Strowder has been with the project since 2015. Her role includes a number of services that assist with the daily functions of the grant. She provides financial and administrative office support as determined by the Scope of Services for the RTI2-B grant. Prior to working for the West TBSP, she served as an Office Assistant for another grant at the University of Memphis (Project Memphis) that specialized in the Provision of Early Intervention services.
Ashlyn Blair (Grant Assistant)
Ashlyn Blair has been with the grant since 2016, starting out as the Student Assistant during her senior year while earning her Bachelor of Arts in Communication. She then transitioned to being the Grant Assistant after graduating in May 2017. Ashlyn takes care of clerical and technology-related tasks around the office for the grant staff members. She is also currently working towards earning her Master of Arts in Communication at the University of Memphis, and hopes to teach general education communication courses in community college once she has earned her MA.
